What is the difference between a cutting torch and a plasma cutter?

The Cutting Torch generates a high-temperature flame through the combination of fuel and oxygen to melt and cut metals. 

While the Plasma Cutter uses ionized gas (plasma) in high-speed gas flow to melt and cut metals. These two tools have fundamental differences in their cutting mechanisms.
